No, they are completely different projects. Brawl+ is changing the overall speed of the game while Balanced Brawl is trying to balance the game around the existing mechanics.
What's the difference between the nightly builds and the official builds?
The nightly builds are experimental codesets that are released a lot more frequently than the official builds. The nightly builds shouldn't be used for tournaments while the official builds should work fine in them.

Install Guide
Requirements to run Brawl+:
1. A Wii with the homebrew channel installed. We do not provide a tutorial for the homebrewing process. Many guides exist, Go to my other one.
2. An SD card
3. An SD card reader for your computer.
What is Brawl+?
Brawl+ is a project pioneered by the smash community with the intent to make Brawl a deeper, more competitive game. With codes compiled by the hard working hackers that created them, the player has access to codes which can do anything from disabling tripping to bringing back combos. This does not mean, however, that we are trying to copy Melee, the game will still feel like Brawl, but your options will greatly expand.
Setting up Brawl+ (First-Time Users):
1. If you are a new user, it is recommended that you download the Premade SD Package: http://brawlplus.net/downloads/Plusery4.1Full.zip
contains the latest official set of Brawl+. To use this file, unzip the package and extract all of the contents onto the root of your SD card. After that, put your SD card in your wii, load up homebrew, load up gecko, and launch game! Remember, your input buffer (read: input sensitivity) is defaulted to the most precise setting, or 0 frames of buffer. To adjust your personal buffer setting, adjust your handicap value from 0 to 100%, where 100% is 100% of classic brawl buffer, or 10 frames.
However, if you would like to set this up on your own, proceed to step 2. (if you have Gecko, just stick to step one)

Decompress the zip file. Then go into the Gecko191/HBC/ folder and copy the Gecko1901 folder from the HBC folder onto your SD card in the apps folder.

(right click, save-as)
4. Place gameconfig.txt on your SD card without being in any folders (that is, the root of the SD card)
5. Download the RSBE01.gct file from: http://www.gyrus-hex.net/RSBE01.gct
6. Place RSBE01.gct in the /codes/ folder on your SD card. This is the file which contains the Brawl+ codes. For all future updates, you only need to replace this file.
7. Place your SD card in your wii. Load up the homebrew channel, load up Gecko 1.9, launch game, and enjoy!

Considering the fact my last guide revolves around getting Gecko and The Homebrew Channel, lets pray you have that...
Once you have all the necessities here's what you need to do:
1. Put Gecko OS (once unzipped) into a folder in your SD Card called "apps" (should be in the root of the card) and drop the Gecko OS folder into there (if it is not a folder and just three files, create one and put the three files in there).
2. Create a folder called "codes" in your SD Card (outside of the apps folder you created earlier).
3. Open code manager and get one of the codes below (based on your region, PAL, NTSC, or NTSC-J) and set up your .gct (If you don't know how to do this, just ask someone in the thread, I'm sure they can help! Or you can just create a text file and import it into the code manager).

I didn't expect anyone to have PAL or J version of the game, if you do, let me know.
4. Save the .gct as "RSBE01.gct" and save it to the codes folder. You're set now with the codes. (If you are PAL, call it "RSBP01.gct", and NTSC-J call it "RSBJ01").
5. Now here's the tricky part everyone seems to have trouble with understanding. It is not very hard to understand at all, read carefully. Make the following directory (meaning folders) in your SD Card:
private/wii/app/RSBE/pf/fighter
Now, inside fighter you would create a specific folder for each character based on how their names are stored on the disc, the list for that is below:

6. Once you have all the folders you want for the characters you want textures for, visit a few texture sites (listed below) to get cool textures you like:

7. Once you have the textures you want, you need to name the texture file the color you want to replace. Each number represents a color of that character, so, 00 = default, 01 = first color, 02 = second color and so on. Now, the order of the colors can be quite confusing for each character so here is a convenient list of that below:

Here's an example of what a Captain Falcon texture file would be named if it were replacing his 01 color: FitCaptain01.pcs
And here's what the directory would look like with that finally included: private/wii/app/RSBE/pf/fighter/captain/FitCaptain01.pcs
Every character does NOT need their .pac file but, you need to name the .pac file the same way you named the .pcs file except without the .pcs extension (just the .pac extension instead) so Captain Falcon's .pac file would look like this: FitCaptain01.pac (of his first color, you need to change the number according to what you set it to for the .pcs, this is merely an example, it will not always be 01). The characters who DO need their .pac files are below:

.pac files are mostly used for the other modes outside of versus modes, so, you do not need them if they are not the characters above. The reason why the characters above need them are for their transformations, otherwise, the textures get lost in the sea of the abyss when you transform or switch (PT). Also, for ZSS, you may need to use a CSS code with her to get her to work better (as her textures need to be loaded from the CSS if you are using v 1.1).
8. Once you have all your textures set up, put the SD Card into your Wii, turn it on, put Brawl in, boot up the Homebrew Channel, click on Gecko OS and click load (make sure no GCN mem cards are in the Wii at this current time), then click Launch Game (the codes should apply, if they do not, you need to make sure you have everything set up right with your .gct), when you get to the CSS there's two things you need to do based on which set of codes you are running with (v 1.1 of File Replacement or v 1.3).
a. If you have v 1.1 instead of v 1.3 for whatever reason, when you select a color, you need to wait for your Wii to stop loading/making noises. Otherwise, if you press start right as you've selected your color, bad things can happen (your texture won't work for one and for another, you may encounter freezing issues). If your Wii freezes, simply press and hold the Power button for 7 seconds (most people don't know about this and unplug their Wii, not the most recommended choice hehe).
b. If you have v 1.3, you can just go ahead and press start once you've selected your color. MAKE SURE YOU ARE USING THE DISABLE CUSTOM STAGES V 1.1 WITH THIS CODE! OTHERWISE, IT WILL NOT WORK RIGHT!
9. If your textures did not work, make sure your directory is set up accordingly or you didn't mess up on the color choice, check EVERY color if you really don't know which one you put it on. The codes DO work, you're just doing something wrong.
10. Otherwise, you have done it! Congratulations! You have successfully put textures on your Wii! These textures are in no way permanent, you have to load the codes each time you want access to them and NOBODY WILL SEE THEM ONLINE UNLESS THEY HAVE THE SAME CODES ON AS YOU AND THE SAME TEXTURES AS YOU! Also, Gecko OS has a 256 line limit (due to the Wii's RAM limit) so please try not to add anymore codes than that after the texture codes have been applied. Textures also do not show up in replays if you watch them without the codes on (in other words, the replays do not store texture data). However, Snapshots DO save the textures even without the codes on (this is obvious) so you can show off to your friends that you can do texture hacking now! -_-

I. About the Stage Studio

Brawl Stage Studio is a PC stage builder for Super Smash Bros. Brawl.
It offers many new features not possible with Brawl's build-in Stage Builder like placing up to 252 blocks, loading custom stage preview images, having access to the beta block, placing spawn points and many more.
So basically you can make way better stages to play in Brawl.

This program allows you to upload music and sounds to be used in Brawl.

Steps
> Download Bio's GUI program, extract it, run the .exe

> After you've opened the program, connect your SD card.
> Press "Select SD card" and pick the drive your SD card is located in.
> Now press "add" in the left pane, as in the picture below.

> Pick a music file you want to use, wait as it converts for use in Brawl.
> When it loads into the BRSTM Library, select your song, and press "To SD".
> Pick the options you prefer i.e. Victory theme, stage song, item sounds etc.
*The songs/sounds in the left pane, are the songs/sounds that are on your SD card already.
*Thats it, you now have custom music on your SD card. Bur before you play, use the new .txt file I provided, and use it with Code Manager. I trust you know how to do this. (download the .txt file, load it with NotePad, save it, and open it in Code Manager)

First Download the PSA and go into your character folder you got the PSA for
SD Directory: Private>Wii>App>RSBE>Pf>Fighter
When you get into your this folder paste the PSA file in the folder, delete the Fit[char name].pac file and rename the PSA file "Fit[Char name].pac (no spaces should between words). And your done! And its that simple. Any questions, contact me.
